If so, why did they not go after Chris?  After all, he has claimed to have many working O.U. devices and also he has said that many others have replicated his devices.

Good point:  See how people misrepresent information on the internet in order to shape opinion. 
The second video you linked was arranged to have the appearance of some kind of official affair. 
The person who published it titled it:  "Congress UFO Secret Meeting 2015 - The Disclosure Projects".

Fact:  It wasn't a congressional meeting.
Fact:  It didn't have serving congress members. 
Fact:  It wasn't secret.
Fact:  It did not take place in 2015.
Fact:  It was not testimony.

Fact:  It took place at the National Press Club.
Fact:  It took place in October 2013.
Fact:  The videos are for sale by:  www.citizenhearing.org
Fact:  It was a show dressed-up to look as though it had some official weight.

So, who are the deceivers?  Would it be the folks who want to sell a set of videos for about $50.? 
Or is it the guy whose video you linked who put up the completely misleading title?
Or is it you for not even performing superficial checks so as to link the video published by the originators?

It would definitely appear that TinMan  was quite suddenly redirected in the midst of what would have been just another day Here
were it not  for his Vids showing good measurement protocol  and OU  the fights , er Discussions would still be going on.
