Yes, you are quite free to be as obnoxious as you choose.  All caps is the internet equivalent of shouting.  If you feel that you cannot make your point without effectively shouting then maybe your point is not very strong.

No pictures wider than 900 pixels, no caps lock, and no demonizing of other people.

It's not that hard to do.

If you use Windows, you can use Paint to resize you images.  Paint has been around since something like... 1984, on Windows 286.

The super wide images are getting really annoying and the offenders know who they are.  It probably takes about 90 seconds max using Paint to resize an image.
