Persistent Error while uploading files.

While uploading files through this form:
http://overunity.com/downloads/sa/add/

after pressing the "Add Download" button, an error always appears stating that "path is not writable".
Looks like a directory permission problem.

I have experienced a number of issues since Stefan did the last upgrade.  I can hardly get on this site any more no matter what browser I am using.  I do not use the upload feature so i can not comment on that.  But, writing a post and having it disappear...and then no longer being able to get back on sucks sometimes.
