Atomic hydrogen only exists for about half a second. Any metal material will catalyze it back to the diatomic form. Does it really give out more than it took? Extremely unlikely because monoatomic hydrogen has been studied for 100 years now, by hundreds of independent researches. Such a simple holy grail can't be kept secret, there is too much money to make.  Make a simple Wood's tube and test it for yourself.

Look up atomic hydrogen on university library web sites. They have search engines that show you journal articles. Start with Langmuir and work from there. He used a hot filament initially but Wood used a discharge tube. Unfortunately you need to pay money for most full articles, but the abstract is free. Google scholar has some as well.
