Is it already discussed in this forum? 

Are the magnets on cello tape providing some sort of force adjustment or angle adjustment with reference to the wheel due to flexibility?

I've seen variations such as the video below. I typed in "magnetic vortex" into youtube and you get some results.

Most I have seen require one of the ring magnets to be left out. Your example appears to have them all in place in the stator he is holding. Not sure if that means anything. I don't know how it works but the general consensus is that it spins due to his hands moving the stator around slightly.

Could the system work if the stator was allowed to freely float around a little instead of being in someones hands? I don't know.

May be you are right.  Movement of top magnet and also change in inclination of top magnet also can cause rotation of bottom magnet.  When inclination of top magnet changes, it changes the point of maximum potential, so one of the bottom magnets is attracted towards that point.

Watch this video.   In that, third experiment shows how a SMOT ball executes reciprocating motion when angle between side magnets is shifted from one end to the other.
