and they are lost for free energy community and community is misguided by them to close information. that's  the goal for this company, not to sell free energy devices.

Seems to me that they're describing both power factor correction and something like a backup power supply. The site says they reduce downtime by preventing power failure, like a UPS. Power cost reduction and wasted energy due to resistance are related to pf correction. As pf drops, excess current wastes energy by heating power lines, including normal power lines inside buildings or whatever. Power companies are more than happy to charge for poor pf.

This used to be a problem in office buildings because fluorescent bulbs with magnetic ballasts caused poor pf. This isn't a prob in the US and most first world nations. So I don't know how outdated the Russians are, but pf correction and UPS isn't something really needed anymore... if that's what they're referring to.
