Something to know about free energy:
Free energy is not banned and it is not forbidden. But nobody has ever shown "free energy" conclusively.

There are many people who have proven FE such as T.H.Moray, Hubbard and Tesla however it was then ignored by the media and business or seized by the U.S. government.

One can not prove that there is no "free energy", because to prove a negative is logically not possible. One would have to prove that free energy is feasible, but nobody could ever do that.

As I said T.H.Moray, Hubbard and Tesla did countless tests in front of countless very credible witnesses who said it worked as claimed. As well I have seen FE in action for myself so I can tell you as a fact it is real.

In other words: nobody has ever demonstrated in a credible and sustainable way that a machine or any contraption puts out free energy.

More BS. Motion is energy, and everything in the universe is in perpetual motion because nobody including yourself can find even one example of anything not in perpetual motion... *end of debate*. Ergo even a fool can see energy is everywhere in everything and it is fundamentally free because nobody created it. Understand energy cannot be "created" or "destroyed" only transformed thus it must be perpetual or eternal in it's nature.

Now so far as a FE machine is concerned I could prove you wrong in my sleep. I built a slightly modified crystal radio which could power an LED not from a nearby radio station but from the "static" in between the stations. One could ask where did the static come from and the answer is from cosmic energy/radiation which fills the entire universe. Thus I proved even a child could build a supposed FE device which draws power from free energy found everywhere in the universe.

The only real problem with FE is stupid people who somehow got it in there head that FE means energy which is created from nothing in a closed system which is not true. As well these people also like to gaslight others always moving the goal posts and changing the definitions because they have mental issues relating to all there false beliefs. Even one milliwatt of energy transformed from the universal energy present everywhere qualifies as free energy.

Get you facts straight before you start peddling BS to new people Conrad.

But you will find that such question is " dissertation"- level,to work with students and experienced mechanics willhelp by your decision to work out your idea or to leave it  !
It will be easier and cheaper to use this generator as a water turbine drive for a nearbye water current ! 
"Flywheel power storage" is a high sophisticated ( specific material choice) industrial sector and expensive ( relatively to other renewable energies solutions) !
Think at first about electric motor " inrush voltage/current limiter" because this halves the flywheel power demand
( KW max. and KWh max.)
To overcome this physical problem : compressed air engine as motive generator drive/starter !
