I wonder what would be the motives of someone puting something like that in the view of the public.
Either he really has something that wants to make money from in which case an intelligent person would be very tight lipped about it in the first place and show nothing to anyone or,
If he wants to put it in public domain which clearly this guy isn't.
Option 3, an attention seeker faking something.

Besides, The bubbles are too large and, given the hydrogen and oxygen and a spark cause an explosion, How did the bubbles get to the surface?

In some other video I saw someone firing a Tesla coil in a vat of water but he was getting nothing.

I think it is a Aquafuel generator but I'm not sure.

Without getting to deep and 20 pages of discussion. 
Aquafuel is HHO , there are two basic ways to do it. The Aquafuel system you refer to is one of the ways using plasma the other is electrolysis. What you see in the video is sorta in between these two basics.

The reason why the guy is not talking is because he is now under contract  from a company that saw his very old video he posted . The new system he built is for the company he is now under an NDA with.
