Guys, there are plenty of electrostatic motors developed, just google it.  But to my knowledge no asymmetrically  regauged electrostatic motors.  I have puzzled for years now since I first read Bearden how to extract energy from the dipole without depleting it, and I just hope there are ways to do it.  Bearden mentions one way of using solid state devices to mix a high voltage low amperage with it's opposite and coming out with a high voltage high amperage output.  I think I am not the only one to wonder why a high voltage can't push a low voltage high amperage to overunity.

I went back through Tom Bearden's website and here is the link to the "magnetic resonance amplifier".  Since the patent was rejected, and we have no detailed description of the circuit, it would have to be reinvented from Bearden's general information.  It also requires a ferroelectric capacitor.  It is quite a story complete with government suppression on several levels.  See the story at http://www.cheniere.org/misc/ferroelectric.htm
