Anybody have any information on Panici (1992) who was investigating the John Bedini pulse battery charging circuit? He was pulsing a new battery with square wave (50% duty cycle), greater than 20 volts, and about 350 Hz. He claimed 200W continuous output of cold current through #28 wire without heating the wire. The anomalous energy release depended on precise timing of the pulse leading edge.
