First: A static magnetic field is pretty much 0 Hz (Not high frequency at all). Magnetism isn't energy radiation, but if you alter a magnetic field in a given frequency, and simultaneously generate an electric field with same frequency, and phase it 90 degrees off magnetic axis, you will have energy radiation. Magnetism in it pure form does not carry any electric charge that will make any radiation or some sort of radiation, so the paint in your link would not work on magnetism.
