I have found that this effect has a veeeeeeery small resonance range at which it happens in this device. What is worse, it is reeeeeaaal close to where the npn goes POOF. (GK wasnt joking) Tiny paperweights, I have about fifteen of them so far.

I'm trying to get rid of transistor from circuit because I believe it is limiting factor and not needed. However that could be why I have no single problem with working with this. I'm driving it from PSU rated at 12V but actually it is fluctuating 18-19V at 0.19 - 0.22 A. At output I have measured around 4.5 - 5 khz range oscillations which can light neon sometimes alone sometimes I must help it by touching one of neon leg with wire connected to insulated plate which as I see on multimeter rise voltage across neon from 30V up to 80V. Neon is lighted and sustain light.

Please recall described experiment when 24W/5W bulb was lighted by using 12V power supply "driven" by square wave pulses from 555. Now I see progress here - single full-rectified wave is all what is needed and automatically circuit rise frequency from 100hz up tu 5khz  on top of power supply quasi DC18V. Now I bet if I was a little more educated ;-) I could find a nice way to lower frequency back to 100hz and feed back the input or use some chip to produce 100hz sinewave , then filter output and feed back steady 18V as a power supply for  input.

Possibilities seems endless...just I don't know what to test first    to not spoil the effects

       By all accounts your oscope will be next.   Tesla found that the geometric relationship between his disruptor and his coils is imperative to the result. 

       SS devices are crystals back to back but I guarantee that it is plazma that does the work at the pn junction as well as in the rest of the quantom physics unexplainable mass or matter they can't seem to pin down.
