whats happening?

this is a what a knowledgeable person wrote

1)coil 1 is shorted to coil 2 within the chokes and is creating a interation that limits coil 1 through mutual inductance....easy to test, just test the resistance of each coil...
2)coil 2 is so long that the coil is acting as a ground on the floating end..and gives the cell a floating ground through the impedance of the coil...
3) i dont know

Can somebody explain this effect ?I suck too much in electricity
