Stanley Meyer's Injector plug

I have been reading over the patent, as I am sure everyone else has.

Looking at the original dry runs of the "buggy", We were obviously seeing a big HHO generator in the background, with an alternator to make pulses.  The car was running on this system, although no one here is able to get more than 3 litres a minute out of their cells.

Now let's just assume that Stanley had some sort of great generator, which would run that 1600cc vw engine.  I know that there were supposedly some other things going on to make this possible, but that's not my question.

My question is this:

Did Stanley Meyer start with the HHO gas generating technology and fine tune it to the point, which he was only using those fancy injectors?  I know that he conditioned the water with uv lasers and ionization, but did he completely do away with HHO generators as part of the equation? 

If he didn't do away with the HHO generators, how did they fit into the equation, when the water splitting took place in the end of that injector?

I think I am going to the Philippines to steal myself a water powered car to de-engineer.
