Looks like from my geographical location ( Northern Europe ) Google only sees fit to display only a few lines of the book and does not allow
complete view. In fact every early research article in to spark behaviour seems to be un-available. This must tell us something.
In any case I have come across some notes by Townsend.

I am in Australia, and for some reason, it does not show any of the pages to me. Grumpy, are you still able to access it?

I did a search for it in a database that accesses many of the libraries in my country. The book comes up, but none are in this country.

If someone here in these forums is also seeking this book or also researching the area of spark/ plasma, and is located in the USA, perhaps you might like to look at the following  library. It is in Chicago.  I was thinking there may be a transfer  service available between libraries. If that were an option and no cost for the transfer service, it might be worth pursuing.

I  just did a google search and somehow that was the first one that i was drawn to.  ArthuraMazda, have you done a search in your country in the libraries?
