Interesting capacitor car starter charged with drained car battery.

The other problem with cap banks and a smaller battery is if a battery runs down then you will likely have less than 24 hours before the cap bank drains to the point it won't start your car if the battery is dead.   I built one of the super cap banks and it can be useful is some situations but I trust the Li-Polymer pack a lot more and it stays charged for a long time.   You can also charge your cell phones etc. from it.


You also might note the battery in that video read 12.29 volts so while weak it still had just enough voltage to charge the super cap module.   If it had been much lower it probably would not have been able to charge the cap bank enough to start the car.  And with that cap bank you are going to likely have one and only one chance to get the car started before it drains the cap bank.   With the Li-Polymer pack you can get around 20 start cycles before needing to recharge it.
