Don't be offended I do not think that the Person meant it the way you understood him.
I have been buying on E-Bay a lot and I was always ticked off myself if someone showed predigest towards another buyer just because he did not reside in the U.S.A. I live in Canada and we are supposed to have a free trade agreement.Yet there is always someone that refuses
to sell the item to Canada.
You are right the price is not outrageous but you could have said 10 dollars shipping within U.S.A. which by the way is rather low  and had shown different rates to different Countries as most sellers do. That way you would have caused no uncertainty.

WHY DONT YOU GO PRICE 9 SS TUBES, Inner and outter, and then price the polycarbonate used, THEN PRICE THE SS NUTTS AND BOLTS, then price the CONTAINER ITS IN, THEN price the Water PLUG, then Price what it will cost you to thread the holes, Then price the SS Holders, See if you can build this cell for what im selling it for. you will see i am taking a loss,
