Very interesting.  Sounds a lot like the magnet on the fuel line strategy for extra mpg.  Wondering if this same effect could be brought about using a battery running to a coil around the line to an led and back to battery (1.5 or 9V?).

Hi Bob Smith
I believe you can, but it comes at the cost of Power and in order to produce as much Magnetism as some of the Neodemnium Magnets produce it is not economical to go that route.
There is a Device that years ago was imported from Austria and may still be sold in Canada, it used no power and clamped onto your water supply line realigning the calcium particles (not removing them) that they would no longer stick.
Have not tried this but I heard that it works and so does the same or similar device for your Gas supply line.

Sounds good but the device  looks like  Backyard Construction  unless they are displaying a Prototype.
Does not look instilling to me right now.

In the device, the fuel flows through two metallic meshes before it reaches the fuel injector. A voltage is applied on the two meshes to produce an electric field of about 1 kV/mm between the two meshes.
