You miss the point. The reason for the 700 billion dollar bail out is that there is a shortfall of 700 billion, money that should have been there but isn't anymore. So who has got it?

Most of the  700 billion  is in  defaulted  home loans .

A few  years ago I   heard that  the majority  of new  home  loans  in the   upper class neighborhoods  in this area were interest only . 
Planning  to pay only interest for  5  or  10 years  works  great  if  the  economy keeps going up .....but if it declines  even a little   it is financial  suicide .   

Another   big   part of the puzzle is that the banks  that were making the loans  knew that they would not  be  the ones holding  the loans in the long run . 
Because  the loans were  being sold to other companys  , the banks  really didn't  care  if  the people  getting the loans  were really qualified .
