 It might be easier to use a large borosilicate glass tube and seal the ends using a torch to heat them and squash them together. you could experiment a bit with some trial pieces.  You can obtain large diameter tubing off of ebay that are used for solar water heaters.  The downside to using copper is that hydrogen and particularly monatomic hydrogen goes through the smallest of holes and possibly though the metal itself. 

If you want to see an example of this type of seal, take the metal off the end of a light bulb.  Glass is very easy to fabricate in this way with a little practice.

It's more than safety...you don't want other chemical reactions occurring between any more than the
hydrogen and tungsten metal wire. For example, you would not want any water forming in there shorting things out when you apply the HV ramp energy. Chemical reactions can occur both forward and backwards and would most likely get in the the way of the effects you want to see. This excess
heat is not from a "ray" like reaction, but it's not a pure chemical reaction either so you probably
want the tungsten wire in kind of a random "cotton ball" arrangement trying to maximise surface
area. I assume (and I could be wrong) that a plasma ignites in this tube, then nonstandard
heating things happen. So do as Gearhead suggests.
