This is plainly wrong. resistors dissipate energy as heat. therefore unless you have very inefficient DC-DC converter you lose more energy using a resistor to lower the voltage.

This is very basic electronics.

An inverter changes DC to AC. they are not used to charge batteries. but that's possibly just a language issue.

it's actually a DSRD... http://en.wikipedia.org/wiki/Step_recovery_diode  which isn't 'just' a 600V 10A diode... but has special characteristics...
