This is plainly wrong. resistors dissipate energy as heat. therefore unless you have very inefficient DC-DC converter you lose more energy using a resistor to lower the voltage.

This is very basic electronics.

An inverter changes DC to AC. they are not used to charge batteries. but that's possibly just a language issue.

Tesla NEVER made that statement. Not anywhere ever.

Tom bearden is a fraud. I wouldnt trust anything he says. If you are going to make a statement or repeat a claim you should be prepared to back it up.

So find me Tesla's comment on infinite energy from a capacitor or stop repeating such rubbish.
