There must be a simpler way for electronic newbie like me 
Besides , we should talk more about the methods of protection from overcharging source battery or capacitors or how to prevent rise of voltage ,  to keep device in controlled state.
For example I'm wondering if placing varistor across capacitors could allow to charge them from higher voltage spikes without damage. For example varistor rated fro 400V when capacitors are charged from spikes of few kV : does it short-cut HV spikes or still allow capacitors charge ?

Might it be as simple as leaving the battery/batteries connected to something (perhaps via an inverter, if AC) in the "on" position, like a light or a small fan or something that would guarantee a continuous drain (given that there is an ongoing influx of electricity)?

No,I think that would kill the process.Load can be attached after a few seconds when process is already at proper level. A few seconds earlier = no results, a few seconds later = problems.Battery may explode, leak or overcharge for example.
