I'm not sure I understand your logic here ... are you saying that just because he cannot or will not prove it to you then it must be untrue and a lie?.  I mean it seems a little strange because in this case everything in the universe not proven to you may be considered as untrue and a lie as well which is quite insane.
In fact any number of people could possibly have a free energy device we do not fully understand powering their house as we speak and your believing it has little or no bearing on whether it is actually true or not because you have no facts either way. In any case basing one's opinion on a complete lack of real facts is a poor argument in my opinion.
