Lets see an government has an agenda and when they convince a different country's government officials to go with it, they provide material to support it. Some changes in the delivery of the message may be changed, but will be similar.

Sounds like normal politics to me. No puppet master proof in this one, just a bunch of folks drawn into one governments agenda. Same old stuff that always goes on it seems. Been going on through out history.
