Looks simular to a George Soukup
motor.

Can anyone understand, what the guy is saying
and can post an english translation ?

Can not understand what they say. No speak the language..
Looking at what is shown in looks to be some sort of air driven item. All them angles in the acrylic etc..
sorry no able to help you  on this one. Not enough showing of the device in the video. Is it a driven thing looking for air output or fluid output, ect..

What bothers me about the device is the long shaft and the blurry pictures.

The device is already spinning at the start and then the camera pans in such a way that most of the shaft is not visible anymore. Only at the end the shaft is shown again, still spinning.

There is nothing stopping someone turning the shaft by hand or motor. It would not show in the video as presented.

In my view that is exactly what happens. Just a Chinese Mylow act.
