It depends on what you believe "free energy" is.
So far there are conversion devices and most of them use source of magnetic field for driving loads while magnetic field management is as separate process without doing any work to the output power directly (vacuum triode principle).
There are also few concepts in regards to collecting electrostatic charges from ambient (Tesla style) or draining additional electrons from matter (Testatika and so on)

So it is up to you which approach is most reachable.

 I do think magnetic field management has a great future when it comes to power generation, however it is just a personal preference. :)

Looks very promising if we will manage to break into switching fields of magnets by resonant means without directly involving into induction of secondary coils.. ;)
