I am from Latvia and you know we live in the USSR long time before Independence of Latvia.
I know Russian language very well. In the Russian part of internet are many good forums. One is "matri-x" second is "realstrannik". In these forums if you know language you can read, listen, e.c.t. In "matri-x" forum there are very many usefull information. MP3, video e.c.t. Kapanadze is ONE of the "favorite" artist of the FreeEnergy field. Russian "entusiast`s" try to find how the device working and is making a lot of Skype conference records in the past. What I do I listen. Nothing more. 10- th houres of audio about Kapanadze generator. If you know language, you can go there and read, listen e.c.t. I am free from "whatever" and I do what I want. Tariel and Gyja spoke about device a lot. One part is lye, other parts are true. Kapanadze not open "the cards", he spoke about... . One part is about long wires and spark. That`s it!

I think it's unlikely to having been drawn by Kapanadze himself (Not that you said it would be, but some might think), because, even though it appears to be written in georgian language, the letters used are cyrillic and not from the georgian alphabet what you would expect. And since Kapanadze spoke okay russian in the green box video, he could have written that in full russian with cyrillic letters (if it was intended to be read by cyrillic-aware readers).

I only gave it because I have it.
I gave an idea- how Kapanadze device works and it is "accumulation of energy with spark and "ground"". Picture contains capacitor, Bifilar Coils- 10 pcs., spark, Tesla principle "coil", ferrits e.c.t. I have ideas- you have ideas too. Bring it all together and we make it!
P.S. I think, Kapanadze have no "absolutly Free Energy" device. He knows how to "fill capacity" with energy and use it in the "cooperation" with the load. It is no Free Energy, device, but energy device which eat/ consume, amplify and concentrate in "buffer".

regarding this schematic i have reseen it perhaps a year ago in a Russian forum that i cannot recall. Then some discussion was followed and that was it.

I never noticed any device based on such scheme.
