further the external HV coil should be probably wound inside the output coil.

Man, i cannot follow your logic. What is not needed and what alteration you propose?

HV can be supplied, by the way, by a Kacher like setup.

Copper tube is a GRAY resonator  as COAXIAL homopolar transformer forms part of the RLC loop where RE is available at node points. Energy from thermal-magnetic component of time-space domains non reflective in this configuration.

The mass of the inner tube should be the same mass as the outer tube. The action is of MAGNETO-ATOMIC RESONANCE. The tube is then modulated by the 50Hz driver to provide the desired o/p.

Now should be correct, ps. coils (cylinders) are aligned (L on the left inside right) not like in the drawing,
but this is for my understanding and coincidently seems to match schematic from .ru,
it has to be balanced incl. res. in a wired as mention before (weight) and RLC, to get swinging with minimum damping.

In addition to informations posted  above)

All of the below informations  are related to Toroidal Cylinder Transformer consisting  of two windings:

The resonant frequency of singular coil is not the frequency of the secondary coil and reverse
However the inductive coupling create third frequency of resonance .That is the frequency  allowing maximum of power transfer.

To achieve this goal one must
1. connect primary to square wave generator.
a. maintain ability to  adjust amplitude,duty cycle and overall frequency of the pulses.
2.move secondary coil over the primary with small light bulb at secondary( the simple method)
3. manipulate with number of winds of secondary winding.
4. acquire frequency of resonance using  frequency counter


Summary:
The proper energy transfer is not the key to successful replication of Kapanadze
The proper energy transfer in mentioned transformer is just  step of elimination loses  of energy (in transformer) and will never create OU
