The key thing which Kapanadze did and also Steven Mark,Sweet,Don Smith and of course Tesla is to find a way to connect output receiver to the external circuit potential.Vide : Steven Mark notes...
Don Smith described it the most clearly I suppose - you disturb ambient energy source with one circuit and collect response with another circuit. First is connected to small man-made power source, second to the cosmic energy. That second part is the most difficult, because it require whole knowledge (or a lucky incident) about what electricity really is and how cosmic energy is distributed in space.
