Here is what I think is going to happen.
Let's say One of us will publish working device.
Total collapse of world economy, coper industry, oil,gas...
Millions without  the work.
With 30% more in your pocket( energy cost) you pay your credit cards and than you take care  of mortgage.
Banks will collapse.
All products manufactured and sold  minus energy cost.(less expensive)
Arabs will have no means for survival.( no money, no sales, no infrastructure for competing with rest of the world)

Let's say Kapanadze first put his device  for manufacturing:
The fist one sold the secret is reviled. Very next month 1 billion of the peoples around the world  copied the device.
All major powers( countries) of the world may state that Kapanadze does not have patent in their countries and there is no protection to Kapanadze patent rights.
Many of them will stay that Tesla patented this long time ago so there is no foundation for patenting.
Many of the countries  may state that they  have had this technology for decades and was kept secret  because of military application.

Do you think that All of the documentation of Tesla confiscated after his death was left in library?

Who is going to collect money for Georgian man making him the richest man in history of humanity?

Who is going to fight every household in  the world to search for illegal Kapanadze device in  the basement.

Let's say Tariel wants from everyone of you the same amount of money that you spend for  oil.
Do you think that USA will be willing to pay  unspecified amount of money to Tariel ?

So Tariel is in lost position.
If Arabs let him be alive he can get Noble price and that's all.
Noble price will possibly be for his contribution to world clean environment and ending the wars.

If Tariel writes a book, but does not show how the device is built in detail with schematics, then after the first book the word is out and no one else will buy the book. 

He will need to tell us how to build a copy of his device.  Then the word is out on how to build one for yourself and many, many people will buy the book so they can secretly build their own copy of the device.

They might if they knew how.  Risky, though.  Not everyone is safe around high voltage.  I myself would need professional training before I felt competent.

The same would hold true for Don Smith and others.  The Gov'ts have all the power in their own countries.

HAARP may also fall into that 'military' category.  Some of the original patent papers and references, if any, for Tesla's patents are missing today.

If a publisher will agree to print it.  The author of the Matrix series, Valdemar Valerian, said initial resistance was very great to begin publishing his books, probably because he said the truth in his books.  Kapanadze is in the same boat.
