I noticed that the 40-ish turn secondary  is more spread out to alter the inductance.
Usually the individual turns are more tighter together.
The wire gauge doesn´t seem that big, but he goes HV anyway, which gets him anywhere between 25 kV and 100 kV. It is hard to count the primary turns on the pics (maybe 4 turns ?!) , but he states in the patents that he used a 100 kv bridge and 30kv caps (very hard to find, must be custom made probably).

It is also to note that in a typical Tesla coil the primary is located at one end of the secondary and Smith puts it right in the middle (he describes that in his papers)

Ramset asked me this Q:

do you know what Don Smith is referring to when he says you should wind a Tesla coil for Magnetic NOT electric resonance?

To tune a normal tesla coil you tune for biggest streamers as flathunter says.

Tesla coil is:

One LC tank at the bottom, a big cap and a high current low inductance coil which has it´s own resonant frequency. The cap is charged with HV until a spark gap conducts and you get your initial bang in the primary coil.

And another LC tank at the top, the high inductance secondary coil and the capacitor which is the capacitance between the charge collector (toroid etc) and ground.

The two tanks are coupled magnetically through thin air.

You need to then tune the primary tank (by moving a sliding clip) so that the secondary coil is tuned to quarter wave of the primaries resonant frequency, so node at the bottom, antinode at the top. The best equipment for visualising the nodes is just a small neon bulb, one lead to earth (via resistor in higher V coils) and one lead to a floating sniffer antenna wire. Now as you move the sniffer up and down the secondary you can see the nodes where the bulb is dimmest and antinodes where the bulb is brightest. You want the bulb dim at the bottom and bright at the top of the secondary coil. You have to bring the antinode upward until it´s right at the top. Of course you can tune for other resonances like three quarter wavelength etc. as long as you get node at bottom and antinode at top it is tuned.

If you load the secondary coil with anything other than the toroid top, (if you change the impedance of the load), you have to then retune.

To speak of "magnetic resonance" is puzzling to me at the moment? I´ve watched all the vids of the device in question here. His coil seems to have quite a heft to it, could there be some high frequency magnetic coupling material between primary and secondary? Could it have some kind of cylindrical core between primary on the outside and secondary in the middle?

During his slide demo, Don stops at a picture of a Tesla patent/coil
And makes a very specific reference to the fact that this coil [laser pointer on the coil in the patent] is designed to make heat[bad electricity] not magnetic
resonance .
and this is due to the fact that his funders made him do it this way and that  is the norm in his patents
But it is not what Tesla wanted
Don achieves magnetic resonance and ridiculous OU by targeting magnetic lines of flux,not the elec HEAT  [I think that is mostly how he put it]
By making that observation on the Tesla coil he is stating there is something design specific to a coil made for magnetic resonance
