In the posted video the mercury vapour filled SiO tube (often used inside mercury vapor lamps with combination of fluorescent coated dust balloon) generates very penetrating UV  radiation which is very destructive for eyes, skin, etc. I have tried the same experiment then got ophthalmia. Making the same like electric glow discharge with "normal" everyday fluorescent lamp is so easy and secure no need high pressure mercury vapor lamp lining to produce the same. (there is mercury in the fluorescent lamp also but it has coating...)
I made several experiment with such a like piling glow discharges where the piles in the tube are moving or standing. There is no OU as I measured at all here.
