Google's "Detect language" thinks it is Croatian, and translates it into rubbish:

but the text is not in cyrillic characters like Bulgarians use... as far as I know.
After some trial and error usage of Serbian, Croatian online translators and giving my best shot on possible typos by teofiliuss, here is the most possible text:

Its a niuce try as far as i can see but cannot be any OU around.
First, this guy has not stabilized resonance setup.  This is easily seen by the brighting-diminishing of the lamps.

IMO, if we want to have a chance in this technology, we must resonate an LC with Undiminishing resonance (to be reached in a equilibrium).

Bottom line, If resonance is the source of OU, stabilized resonance is a MUST.
