We often hear ringing on our joule thief coils as well.  I have found that when I add a few neos to my toroid, the ringing stops.  It was explained to me that the ringing did not really stop, I had just raised the frequency above what can be heard by a normal human.  As I add small neos one at a time, I can hear the frequency raise each time.

This may be what is being heard.

Check out this MIT demonstration of an early wireless telegraph machine.  A solenoid within a solenoid and 2 spark gaps.  Look at how large the second spark is!!  At least 9" long and power only by 12 volts.
