It's possible that the green garden unit was designed only to handle a standard 220V 50 Hz input. That could explain the reason for the inverter at the input.

The "can" is most likely an isolation or step-up/step-down transformer that allows the green unit to run continuously closed-loop with no input source.

Regarding the device shown in the garden:

Nanosecond pulse is good if the coil is only excited by the pulse through the spark gap (impact excitation).  In this way the coil will ring at it's own frequency.  There is no capacitor after the gap, and no other coils except output coil, so primary coil could be directly excited by spark gap.

During the initial rise the the impulse, there is no current in the coil, yet something is moving like a current. ;-)

The can in the garden video probably converts the output to DC of 12v.

Here are only speculations about how it should work so maybe? But I think it works different.
