I also wonder if silver electrodes need to be used since silver is a catalyst for oxygen. Bedini used silver electrode tips in his Gray tube schematic. O2 when split into two O1 atoms produces a very powerful magnetic field from what I read somewhere but don't recall where.

The hydrogen peroxide has to be extremely concentrated for it to work, around 90 percent, compared to drug store hydrogen peroxide that is sold at a concentration of 3 percent. If you have a 90-percent concentration like that, hydrogen peroxide makes a great rocket propellant.
Perhaps you meant ozone  yeah, good boy, but Ozone just readily blackens silver 
And since the ozone will react with most of metals, creates insoluble metal oxides ...

I've never heard of a (Russian?) khabe but I have heard of John Bedini.
Bedini always stated silver electrodes. High melting point too.

Would the carbon section would act like a HV diode like Delamorto was using?

Are you interested in EV Gray Design? May I suggest that you search Mr. Tad Johnson's research papers on it.. He claimed he gain something on his experiment..
