This circuit is simple blocking generator for flyback transformer (think Joule thief).
Just it is only basic circuit for getting high voltage in flyback, no resonance, high current draw...

When connected to the power supply, with my scope probe on each of the drains, I get the following waveform, taken chB, 5v 5uS, 1x. WhenI add a capacitor on the BB, the waveform stays the same but the frequency drops. This shows both circuits ends are working and the primary gets a little hot. The PS shows 11.5vdc at 0.79 amps but that changes when I add or remove caps, which is also normal. But no HV. 

So I am sure the circuit is OK. It's got to be the flyback.

I think I will have to write a song about flybacks. Maybe call it "Try to survive".

Look at the photo of that TBE-110 taken apart. That's one big hog.

Eventually, if I can only find the schematic to see if that HV negative is on a pin or hardwired.
