If there is any energy provided by the environment then it does not affect the P_OUT/P_IN ratio in a negative way - it's only an added bonus that just makes it larger (better).
If however the P_OUT/P_IN ratio is less than unity then we can be certain that the device that exhibits it is not OU, regardless of the energy delivered by the environment.

Thus it makes much sense to measure just the power P_IN we deliver on purpose (as well as P_OUT)

     If you look upon the cosmic background radiation as stationary.  Then the speed of the Earth in relationship to this stationary thing is 600km/sec.  You send a laser to a point on Earth that is downwind the received frequency is blueshifted.  I think some experiment trying to proove an aether came back that there was no motion relative to space.  Wrong.  Now how do I get a coil to move relative to a magnetic field at 600km/sec.  First of all I need to get the damn magnets to slow down relavent to my coil.  hmmm  Or create a disruption that remains fixed in space and run into it with my coil.

Really so the Pin in your definition is what?  Remember the capacitance of a wire varies according to Tesla... Plus your definition includes current. The only way to get rid of any loss is to get rid of the resistance and current. Both of which we can do! Measurement looses value because the scope or meter makes assumptions that a pulse is ac. It is not ac and is very different in it's actions. Any measurement with traditional devices would be fooled by the pulses. So this means the results are scewed. But like wise you could take those pulses and use them in a transformer to have the other coil (secondary) to provide the other half of the ac form! Capacitors become like static batteries being able to supply endless charge or flow over time and the transformer is the environmental tap.

It's all relative and it's all dynamically growing in intensity. This intensity of the current network is condensing. This raises the ability to beyond light speed. It can effect the pathways and grow them stronger and fuller of this network. We can bias the natural field and make matter capable of tremendous abilities including our own bio electric field. There should be no problem with interfacing with the electric compressors especially since we are in our bodies this connection would be very electrical in nature. With our thoughts being very electrical in nature. On and off. The variation in between the on and off being like binary code and highly variable or dynamic.
