Get two 13:1 transformers (step-up and step-down) and a litzed braid out of some high quality coaxial cable, scrape off the varnish from the ends of individual strands of wire, separate them into 2 isolated groups, and connect them to the transformers.

If you cannot find a coaxial cable with a braid made out of litz wire then weave your own out of enameled magnet wire. The enamel can handle 3kV.

Verpies, I've contacted most of the big cable companies in the UK and drawn a blank with any of them able to supply insulated and litzed braided hose, stocking or coax-cable with this type of braid. They all do uninsulated types. Do you know of any companies in the US that can supply insulated braided hose or co-ax cable?

I don't know who makes such coax in US. 
The Litz coax I have, has been manufactured in the Ozarow, PL Cable Factory in 2001, but that's in EU.

Why should we forget it?
The aluminum tube could be the Gain Medium in which current of charged beta particles is generated. 
I bet the device would work better if the slot in the tube was paper-thin (a slot stops slow conduction current only).

P.S.
I have not verified the decay modes of aluminum before I wrote the above.

With regard to the above comment. I have at my disposal some 50mm dia @ 1.6mm thickness Aluminium tube. As I have all other materials to hand what are your thoughts to using a 300mm length of Ali tube as the former with say a standard Hacksaw blade thick slot running longitudinally? Said tube then served with a layer of insulation before the first set of 0.6mm winding is laid?

I don't understand the Romanow/Akula nor the Guest device. I did not even analyze if Aluminum can support a beta current. However if it can then a hacksaw cut with some scotch tape inside it and bent to close the slot as much as possible should be fine.
However if you are replicating somebody's device, first you should do it exactly like the original inventor and make improvements later.
