   It has long been known that we can control the rate of neuclear disintegration by use of energy.  Nitrogen 14 is regularly transmutated to carbon 14 in the upper atmosphere.  This neuclear reaction is responsible for the Van Allen Belts.  It is totally a matter of wavelength.  Gamma radiation is observed by stuff like neuclear cores.  This effects the binding force holding it together and out comes a neutron which decays and gives us a fast electron a proton and more gamma radiation.  Fortunately alot of the gamma radiation misses surrounding neuclear cores otherwise we all would not be here.  Another upper atmosphere event is the ionization of water vapor into hydrogen and oxygen.  It appears that ultraviolet light is a good ionizer.  It's wavelength works on the field between the electrons and the neucleus.  Sir Walter Crookes who discovered plasma (and was Tesla's mentor) would impose an electric field between two electrodes on either end of a bottle.  Then he would use a vacuum pump and remove air from the bottle.  At different degrees of evacuation different parts of the bottle would start to glow.  Mostly in the green frequencies.  Now take the step in your mind to get the bottle to glow but at ultraviolet frequencies. The glowing bottle would contain some water vapor.  This water vapor would be ionized into hydrogen oxygen hydroxides ozone.  These states are excited states but what is missing from all of these things is the electrons.  Where did they go?  They smashed into the anode and displaced electrons there which caused electrons to move through the external circuit power supply and end up on the cathode to increase the intensisty of the accelerating field.  The trick is to make sure the field is created fast and decreased faster.  A pulse if you will.  Hold that charge and you will overcome the workforce of the cathode and your hydrogen production machine becomes a lightbulb.   Even if this process is endothermic there appears to be alot of heat energy around.  This diffuse energy is convertible.  Electrons rattling around in molecular structure can be made to rattle around at slower velocities in the same molecule with the radiation of a photon.  Photons are inertial currency.  You can not change the mass velocity or vector of a particle without emitting photons.   Electrons have mass they have velocity and they have vector therefore they have the potential to emit photons either by changing their mass/velocity/or vector.  If for every uv photon you supply you get 10to the 23rd photons out and a loss in thermal energy of the matter is there any other explanation as to where the light came from?
