By accidentally tap the correct frequency to break oscillation on primary of car coil tank circuit exactly on top of wave with nanosecond pulse. However the length of the wires and all other parameters (don't know which ones) has to be fullfiled - then it looks like this device is pulling  something  from ground and spread around like radiation, charging every metal around. It was scary so I dismantled device and it never worked again... but the concept is more clear now : by using two frequencies , one slower and second faster synchronized (the second one must be sharp abrupt change on top of first) there is radiation of wave like EM radio but I think it doesn't load transmitter. Then you must isolate radiation to one point and surround it by the secondary of air transformer ,  grounded. Tesla described effect in the article On dissipation of electricity and later he patented it :-)


Obviously all other patents are voided but it works that way : you make a working device and make a nice description and patent is granted on device, assuming that concept is novel while it has 100 years    What they forbidden to tell you is that's not ordinary EM waves (which are weak)

I have never measured them, I had no scope in 2004 and that was real danger. All I can tell is that it was ordinary circuit used to control car coil and frequency of discharge was low (certainly below 1khz, probably between 200-400hz) The effect was all around and I had troubles disconnecting circuit from car battery. If I can compare it was like repeated static discharge many times per second you can feel on skin...    Now I think if somebody could help me that time we would change the frequency to higher and avoid dangers (at least direct dangers). In reality nobody know if it is fine even if stepped up in frequency.
It is not possible for me to repeat this experiment now, but I think I'm starting to grasp the idea.

no, it was not adjustable ;-) it was very accidental that it worked, but I don't want to depart from the main topic, I have to re-think again that issue and recall what happened in 2004.
I'm starting to grasp why there is so much distraction : we have the effect with common background but which looks differently if you use lower voltages or higher. That's what I suppose. Akula device seems more low-voltage kind , I suspect because I'm working on such kind currently, while the others and my "accidental one" from 2004 was purely HV in kV range and require ground connection to drain excess charge.... so here is why there is so confusion....
