I think the people give the Nazi's more credit that they're due.

The water cools as it rises with the hot air, it reaches the ceiling where it then turns to ice droplets, usually where we see them as a cloud...  It's the electrical properties of these masses of moving water that create our fun lightning clouds.

static charge does not 'lift water into the atmosphere' .......

water EVAPORATES. - becomes vapor. heat/energy is transfered through the water from molecule to molecule, and the ones at the surface sometimes gain enough energy to transition from liquid to gaseous phase.

the vapor is LESS DENSE than air, and thus it rises.
this is because of the hydrogen atoms.
in the gas phase: H2O is less dense than N2, O2, and CO2, which make up most of our 'air'.

while static charges DO in fact build up in the evaporated water molecules as they pass through the atmosphere, this is not the cause of their rise and fall.

The water falls back to the earth when the cloud formation becomes so dense that the molecules merge together (losing some of their energy) and transition back into liquid phase.

one of the greatest mysteries about water is that while in the liquid phase, it is more dense than when it is a gas or even a solid.

I agree that static charges are not all thats involved but I believe it aids the process.

Many people are familiar with a 'cloudburst' in which the downpour is immediately precipitated by a lightning bolt.  As the vapor cloud contracts upon release of accumulated charge....snap!....instant condensation.
