Are we wasting Power?

Consider the wind turbine with a 12v system, at low wind speeds it may produce 2-12volts which cannot be fed into a 12v battery. Is anyone working on a capacitor, super cap or mechanical switching device to charge a 2v or 6v battery which could then be used to bank into the 12v system?
Supplemental to this would be any low volt source (Earth battery, Low light PV, Aerial collector) could the be used to add charge to the 12v system.

7 Steps to ultimate power.

1. Trap Light.
2. Slow down Light.(allows tremendous amounts of photons to build up in storage before being piped).
3. pipe the light.
4. speed light back up.
5. Stimulate Emissions(LASED)
6. Convert Light to usable Energy.
7. Recycle used Light.

simple as that.

imagine a device as small as a thimble filled with all the photons in the Universe. and I say thimble because it is much easier to hold in your hand.

controlling light is the perfect energy potential.

wether it is a PV cell, or a heat collector - the photons are absorbed by the surface, and thus cease to be "light".

we must first overcome this before we are able to recycle the used light to create more energy.
