Is your 3 phase system the same as Kevin West uses at waterforfuel.com? He also uses a few additional capacitors, a resistor, and a bifilar choke. Do you need these as well or is it just a rectified 3-phase output straight into a tubular cell array?

  Lets say myers was doing exactly what he said.  He was inputting into an rlc tank using the cell capacitance as the c in the rlc.  This would without a doubt be the most efficient way of introducing voltage across the cell with minimization of input current.    He has two chokes one adjustable one not attached to each side of capacitor.  He says he is actively adjusting one to bring the circuit to resonance.  Resonance can store electrical energy input from a dc or ac scource.  After a while the resonant currents and voltages can far exceed the input current and voltage.  Energy will be lost from the system due to resistance and radiation and the power factor will be hideous but we are not looking for power throughput in the circuit we are looking for energy retention.  Each ring of the rlc imposes a voltage across the tap water electrolyte.  There is no current going through the cell.  There is only current going through the external circuit from one side of the cap to the other.  There is however a repolarization of the electric field permeating the cell.
This repolarization of the electrolytic field does not dampen the rlc.  It is an integral part of the rlc.  Is a currentless electric field change enough to split water.  I dont know.
