Oregon Moving Ahead on Maniac Fascist, GPS Enabled Mileage Tax

A year ago, the Oregon Department of Transportation announced it had demonstrated that a new way to pay for roads â€" via a mileage tax and satellite technology â€" could work.
Now Gov. Ted Kulongoski says he’d like the legislature to take the next step.
As part of a transportation-related bill he has filed for the 2009 legislative session, the governor says he plans to recommend “a path to transition away from the gas tax as the central funding source for transportation.â€
What that means is explained on the governor’s website:
“As Oregonians drive less and demand more fuel-efficient vehicles, it is increasingly important that the state find a new way, other than the gas tax, to finance our transportation system.â€
According to the policies he has outlined online, Kulongoski proposes to continue the work of the special task force that came up with and tested the idea of a mileage tax to replace the gas tax.
The governor wants the task force “to partner with auto manufacturers to refine technology that would enable Oregonians to pay for the transportation system based on how many miles they drive.â€
The online outline adds: “The governor is committed to ensuring that rural Oregon is not adversely affected and that privacy concerns are addressed.â€
When the task force’s study and test were in the news in 2006 and 2007, critics worried that the technology could be used to track where vehicles go, not just how far they travel, and that this information would somehow be stored by the government.
In more than one interview with the Democrat-Herald and others, James Whitty, the ODOT official in charge of the project, tried to assure the public that tracking people’s travels was not in the plans.
The task force’s final report came out in November 2007. It was based largely on a field test in which about 300 motorists in the Portland area and two service stations took part over
10 months, ending in March 2007.
A GPS-based system kept track of the in-state mileage driven by the volunteers. When they bought fuel, a device in their vehicles was read, and they paid 1.2 cents a mile and got a refund of the state gas tax of 24 cents a gallon.
The final report detailed the technical aspects of the program. It also stressed the issue of privacy.
“The concept requires no transmission of vehicle travel locations, either in real time or of travel history,†the report said. “Accordingly, no travel location points are stored within the vehicle or transmitted elsewhere. Thus there can be no ‘tracking’ of vehicle movements.â€
Also, the report said, under the Oregon concept of the program, “ODOT would have no involvement in developing the on-vehicle devices, installing them in vehicles, maintaining them or having any other access to them except, perhaps, in situations involving tampering or similar fee evasion activities.â€
Equipment for the Oregon test was developed at Oregon State University.
Whitty said last year it might take about $20 million to establish that the mileage tax is commercially viable. Eventually, GPS devices would have to start being built into cars, and fueling stations would have to be similarly equipped.
The gas tax would stay in force â€" Kulongoski has proposed that it be raised 2 cents â€" for vehicles not equipped to pay the mileage tax.

Where I live, there is already a flush tax .. It's called a sewage fee, and is directly proportional
to the water usage..
Luckily I am not on any city/county sewage system ( which cost much more than the water)
And what happens if you don't buy gas at all? If the vehicle is completely electric with on board
generators, that may give them a run for it. NUK NUK NUK!

Transponders will become mandatory.... they will tax on mileage.... your MOVEMENT!
they won't care if you peddle it like Fred Flintstone.
And police will simply scan roads for violators.

option 1, turn off the GPS.
option 2, shoot the law makers/politions.
(option2 saves more $$$)( give them the chance and they will tax each and every heart beat you have.).
Actually, just put all behind it up for recall and get rid of them. No options.
If all stand up and put a stop to it, it will stop. But just a few will not make a
difference at all.
I believe if we call for the "Flat rate tax" again, it will raise a bit of hell.

That is the point which needs to be stressed and repeatedly.
If the public at large fails to recognize this as a blatant cash grab, it will be the signal that the programming and conditioning process was a success, and they will move in for the kill...and we will move to internment camps.
I think they know gas will soon be history...and this deal will be the thermometer from behind to see if we're done.

A mileage tax is easy to implement and has been done in the past(maybe still is in some places)
It's called toll-roads, and it doesn't need GPS and it doesn't take $20 million to test it.
Toll roads are mileage taxes.... true but only on expressways etc.
You pay for the convenience of taking that particular destination route..
you usually have other options to avoid toll and get where you want
to go..... FREEDOM to choose.
Choice is out the window with a GPS tax ..... you move.... you pay.
Why should we pay for toll roads when it was our tax dollars that built them?
A can of silver metal spray paint will solve the problem. Their problem is
they haven't any way to make it manatory yet. Once it gets out what they
are up to, all hell is going to break. I will be right on the front line too. They
had a great thing going with the passports of putting the RFI chip in them so
they could tell who you are at 40 feet. Problem there was some one went on
national TV and showed how they cloned the chip and that went down the
crapper. So all we have to do is to clone the transponder and link it to the
little old lady down the street that drives only on sunday and to the store and
back. Screw the tax.
Show me technology and you will soon see a way to defeat it. Not to mention
I will "NOT" have a tracking device attached to me in any form. All else fails, a
BIG hammer works.

What is that thing they do in war time to alter the GPS systems to negate actual locations, ..
and hell, they're just asking for a hacker to attempt to disable the gps net - boy, that would be a feat.

That is a good question and one I always wondered about. I was born and raised in NJ and they had toll roads everywhere, and you had to pay for every bridge you crossed leaving the state. The amounts were raised every year and the traffic tie-ups were terrible at these "collection points".
20 years ago, I moved to Kentucky. A very strange things was happening here. When I first moved here, there were like 4 major toll roads. Over the years, as each road bond got paid off....they ACTUALLY REMOVED THE TOLL BOOTHS!!!!!! Now, I can't think of a single toll road here in the state. This was a breath of fresh air believe me.
Now, this state is not perfect, no state is, and they are always thinking of new ways to "raise revenue", but, for me to see all of these tolls roads get paid off and become free, and no more quarters in the ashtray needed to travel, and no more traffic jams at the booths, well, at least that is something. Of course, if they get wind of this new GPS garbage, who knows, they may jump on it.

Ministers are pressing ahead with a £10million trial of ’spy-in-the-sky’ road-pricing technology despite widespread public opposition.
Test runs will start soon in seven locations for the scheme which could result in charges of up to £1.30 a mile on the most congested roads.
Volunteer drivers will have units fitted to their cars, which will be tracked by satellite and will automatically deduct payments from a test account.
The trials are proceeding despite previous statements from the Government suggesting that it had abandoned the idea of national road pricing.
Tests are expected to take place in Leeds, North Yorkshire, Milton Keynes, Buckinghamshire, South West London, Suffolk and Essex.
The latest technology will be used to precisely track motorists’ movements at every hour of the day.
New figures from the Government show that the bill of £10million covers only part of the tests, with further costs to follow.
Shadow Transport Secretary Theresa Villiers said: ‘Labour’s instinctive Big Brother approach to the management of our road systems is the wrong way to tackle congestion.
Oh, its just about trying to alleviate "road congestion" thats all...then we needn't worry.

GPS is easy to handle - just put aluminium foil over the GPS antenna and it will think its under cover .......
The biggest issue is privacy though.
Ironically, most people have a cell phone which is really a personal tracking device and usually it means someone has one phone number for life. If you dont want to be tracked, turn off the cell phone and remove the battery - it can be located to within +/- 15 feet with the new 3G technology. Ever wondered why this 3G technology has been rolled out at such a speed? Of course its marketed as "cool" and "hip" for the suckers......

Its real sad to know that big boy can turn your phone on when its off as well.
This is just another way to have a tracking device on the car you own. Best way
is to just tell them you refuse to have it. Pay the 2cents more and they can piss off.

This isnt about tax , its about tracking and more importantly - CONTROL.
It has to be dressed up so the punters will not only buy into their own electronic prison but keep paying to keep themselves "incarcerated".
People are so damn brainwashed and brow beaten these days ( thanks to all the chemicals in the water and the highly effective media cartel ) that they will do damn near anything.
There will be pockets of "resistance", but by and large, it will be blanket coverage.
Be careful though - anything to do with tax is highly policed and usually brutally enforced. History tells us this.
Again, control is the issue - it has nothing to do with tax, but the tax is a nice little earner.
The best advice I could give people is 2 things :
(1) Study the Bible and recognise we are in the count down into Matthew 24 by understanding the signs of the times ( its all listed in Matt 24...)
(2) Please accept Jesus Christ of the Bible as your Saviour and recognise God of the Bible ( Jesus Christs' father ) is in control , even though it might not look it.
The reason I say this is this - as things get progressively worse, it will become an open war between good and evil. The best con job Satan ever did was convince people he doesnt exist, despite the Bible telling us so plainly.
"And the great dragon was thrown down, the serpent of old who is called the devil and Satan, who deceives the whole world; he was thrown down to the earth, and his angels were thrown down with him."
( Rev 12:9 )
Ergo, Satan will try to distract, brutalise, control, smash, decieve, lie to or cunningly lure people away from accepting the UNCHANGING Word of God, the Bible. Once people are in a rudderless state and pursue the "anything goes" or "we all have rights but no repsonsibilities" or "its all relative", youre a gonner. And once the full state of play kicks off, and the camps crank up and all your stuff is confiscated and people are interned and all your money is worthless and your gold rusts ( because God said He would do this ), then who will you turn to?
If you rely on people , well people with satanic backing are going to put you in the camps - so relying on the "good of people" is pointless. The present heavens and earth have been reserved by the same word for fire, kept for the day of judgment and of destruction of the godless.

If you were to read the book of Genesis with a truly discerning mind, like me, you would find yourself asking why the plural 'Gods' is used to describe the occupants of some type of transport with descending stairs...who then chose 'wives' from among their human "subjects".
Then you will realize that to them, advanced aliens would certainly seem like 'Gods'.
And after all of that, the records of events were distorted by the ruthless ruling truth hiders of the day.
Any and only off world salvation coming our way will also come from aliens...and not any wrath wielding 'Godhead' fabricated by savage rulers.
Other than that you have a clear view of the process...you just have to set aside all the pre conditioned beliefs cleverly embedded in the accounting of historical events, and keep in mind that the one thing that hasn't changed since...you can't rely on the word of people in authority.
So to conduct ones life based on a book of unknown origin taking a big leap of faith...so to speak.
Particularly as it relates to the ostracizing of a sizable gay community...which included a goodly number of kids who commit suicide rather than be a pariah of society.

1 pack of camel lights by my house is around 3.48-3.70 depending on where i by it.....
1 pack of camel lights in Chicago is 8.50 plus even worse if in a night club.....

gas is a little less drastic, up by me it is around (as of today) 1.85 depending on the area but in chicago is around 2.00 again depending on the area.
the difference is the taxes. they tried to put an end to internet tobacco sales because they could not figure out what state gets the tax money(the state that sold them or the state the they where shipped to.) internet gambling was the same problem who gets the tax money.??? but like i said the government will get its money in the end.

i should clarify internet gambling has the same problem....which state gets the tax money? if you gamble and win and the site is set up in Las vegas nevada but you live in chicago who gets the tax money from it. nevada or illinois. both winnings and losses because you can deduct gambling losses to offset any gambling winnings. or just claim losses on your taxes.

i personnally hav been on the phone with senators and reps of the state of illinois to make sure that they know my vote will not be given to them next election if they let Blagoviche(i know i spelled that wrong) stay as governor.

unfortunately you can't trust those guys. when they were trying to pass the 700 billion "tarp" fund stimulus they said they would buy up bad assets and i had a feeling they would take the money and run so i called up the reps and senators and said dont pass it and everyone was doing it but 2 weeks later the market crashed and evefryone called up and said they had to do something. i still called and said ride it out it would be fine don't pass the bill. but they did anyway and after it was passed Paul bernake(spelled wrong i am sure) said that they money would not be used to buy troubled assets but to openup credit and give banks capitol to lend. But Guess What!!!! they used that capitol to give out huge bonuses and severance packages and Main street was not helped. the govenrment put no regulation on the money and now it is gone and they are asking for more.
DON"T LET THEM GET IT! i have 2 kids and i dont feel they need to suffer with quadrillions of debt because some CEO needed another beach house.

This is a no brainer - it's like the state laundering money from the federal government, either it will go national - and for the current price tag involved, not likely; and it will fall dead on the legislature floor.
Forget about the intrusion - the idea behind cost of doing business makes this vulnerable to tax deduction already available but hard to calculate and obscured by regulation. The negative effect of lettling everyone know exactly how many miles they've gone, where they've gone and so forth means that they'll have to pony up a larger refund for commuters going to and from work; fact of the matter is, that they don't see many of these deductions as it stands and they may well wind up incurring debts rather than incomes.
Tracking the movement of people I suspect is likely their main interest here...profit would be secondary.

"It's outrageous, it's kind of Orwellian, Big Brotherish," said Sen. Scott Brown, R-Wrentham, who drafted legislation last week to prohibit the practice. "You'd need a whole new department of cronies just to keep track of it."
But a "Vehicle Miles Traveled" program like the one the governor may unveil this week has already been tested â€" with positive results â€" in Oregon.
Governors in Idaho and Rhode Island, as well as the federal government, also are talking about such programs. And in North Carolina, a panel suggested in December the state start charging motorists a quarter-cent for every mile as a substitute for the gas tax.
"The Big Brother issue was identified during the first meeting of the task force that developed our program," said Jim Whitty, who oversees innovation projects for the Oregon Department of Transportation. "Everything we did from that point forward, even though we used electronics, was to eliminate those concerns."
A draft overhaul transport plan prepared for Gov. Deval Patrick says implementing a Vehicle Miles Traveled system to replace the gas tax makes sense. "A user-based system, collected electronically, is a fair way to pay for our transportation needs in the future," it says.
Patrick, who had yet to settle on any of the ideas contained in the draft, told reporters last week, "I like any idea that is faster, cheaper, simpler."
The idea behind the program is simple: As cars become more fuel efficient or powered by electricity, gas tax revenues decline. Yet the cost of building and maintaining roads and bridges is increasing. A state could cover that gap by charging drivers precisely for the mileage their vehicles put on public roads.
"There needs to be a new way of thinking about, `How do we pay for all of this?'" said Richard Dimino, president of A Better City, a business-friendly group that considers transportation issues.
"One of the ways is thinking about the automobile like a utility: When we turn on our automobile and use it, we would be charged like we do when we turn on the lights and we start using electricity."
In Oregon, the state paid volunteers who let the transportation department install GPS receivers in 300 vehicles. The device did not transmit a signal â€" which would allow real-time tracking of a driver's movements â€" but instead passively received satellite pings telling the receiver where it was in terms of latitude and longitude coordinates.
The state used those coordinates to determine when the vehicle was driving both within Oregon and outside the state. And it measured the respective distances through a connection with the vehicle's odometer.
When a driver pulled into a predetermined service station, the pump linked electronically with the receiver, downloaded the number of miles driven in Oregon and then charged the driver a fee based on the distance. The gas tax they would have paid was reduced by the amount of the user fee. Drivers continued to be charged gas tax for miles driven outside Oregon.
Under such systems, one of which is already used in London, drivers are charged more for entering a crowded area during rush hour than off-peak periods.
"What the mileage charge does, if it's structured properly, is simply charge for the basic responsibility of people to pay for the amount of wear they put on the state's roads," said Whitty, whose state is still considering the mechanics of broadening the program.
