The file is from matrix.ru and is just some guy`s incomplete attempt to interpret the illustration from Kapanadze´s patent which
is with a high probability NOT for the device shown in the first video but a later advanced model. The pdf is only of a speculative nature.
It`s does not contain the magic explanation to make this thing work and just my personal opinion about it is, that it contains some parts that i disagree with for instance a direct connection between primary and secondary using a spark gap (and where does the high voltage come from to create enough potential for the spark? In the pdf he just shows a 12 V battery and no HV generator/transformer)
What many people forget is that in the patent its only a rough illustration  and NOT a schematic and Kapanadze likes to mislead people. Its like with the Tesla patents.

The reason for hiding circuitry may be that the process is easy to understand upon visual inspection but not obvious most people.

  What I see missing from most transformers that Tesla found very important is how fast you shut down that spark gap transmission.  The gap first of all acts like a capacitor.  Voltage building up on either side of the gap.  Then the K of most often air is surpassed and the capacitor now shorts.  The first discharge is minor because of the high impedance of the air gap but the high voltage and high resistance causes high energy electrons to bombard the gas in the gap at energies high enough to ionize the gas.  This causes the gap capacitance and resistance to disappear from the circuits.  This is all that is needed in the transformer to transmit an oscillation without using much current.  Tesla had all sorts of devices to clean out the gap.  Or reinsert the capacitance in the circuit.  The energy in the circuit moves but not via charge carrier distribution  but by dielectric field distortion. Latter on Tesla discovered that if the efied distortion radiated the proper wavelengh to the gap he was able to cause waves in the gap plasma. These waves caused a very high frequency oscillation in the circuit many magnitudes over the input frequency.  DC or AC didnt matter he was looking for high voltage high frequency low current amplification. Ordinary transformers of the day say brought him up to 50,000kva at 60hertz.  Tesla is looking for millions of volts at ionizing frequencies. He doesn't give a rats ass about current cause he knows if he can store enough charge on his terminal the current will insue when the terminal to ground k is surpassed.  Basically expanding what was going on in the gap to a larger field and scaring the krap out of people in Colorado Springs. with manmade lightning.
