Another theoretical possibility worthy of consideration (?):

"Velocity Modulation." Similar to that employed in Particle Accelerators or Traveling Wave Tubes (TWT) where a relatively low power RF signal is capable of being amplified to levels exceeding 60dB or MeV.

Basically; an electron source, electron accelerator (HV),  and a spiral coil (low power RF input port, helix drift tube or chamber, high power RF Output port).

Tesla Coil = combined electron source and high voltage electron accelerator; helical coils = drift tube and output. Interaction may be as simple as Electrostatic Influence featuring a longitudinal or scalar wave transmission technique.

I propose the following:
You are obliged to formulate a list of questions and requirements to the developer over-unity device.
Developer over-unity device in turn is obliged to meet your requirement list.
On your side there are additional obligations:
1. Proceed to the immediate implementation of the working duplicate device. Under the direction of the curator (developer) build the replica.
2. In the shortest possible time frame you have to share the information provided by the developer and experience assembling the maximum number of interested parties (people) around the world.
New times New solutions. I am sure that with such a constructive approach to the case, will show interest and other developers over-unity devices for alternative energy. Good luck in your endeavors.

I'm quite sure by now that Ruslan already knows what naysayers expect to see in a properly conducted demonstration of his device but he has for some reason not co-operated. The requirements have been spelt out clearly enough to him on the various forums.

Anyone who has studied Ruslan's, or similar, devices in detail and is skilled in the art quickly conclude they are definitely real and can perform as demonstrated [at least those presented by credible designers/inventors]. There are many full and partial replications appearing in a variety of configurations with varying performance levels. Ruslan's meet a high standard indeed. You can, in fact, build the various pieces and verify performance incrementally; but closing the loop (balance and synchronization) can be quite a complex challenge and possibly difficult (as most already know). No Cook Book yet...

Traveling Wave Tubes, for example, have a rich 50 year old history, however, they have behavioral characteristics that are different than those found in the subject devices therefore simulation and characterization are difficult although the velocity modulation in a slow-wave helical cavity scenario does seem to show possible merit. It is still a "work in progress."

Thus, the two primary stumbling blocks at this point are (a) a detailed [viable] theory of operation (these devices do not completely follow TWT or PA theory as we  know it at the moment) and (b) it is still not fully understood how/why these devices react under certain circumstances (e.g. change in atmospheric electric potential reversal due to approaching thunderstorms, and so forth).

In summary, we believe the operational demonstrations performed by Ruslan Kulabuhov has provided a clear way forward for CE/FE development.

Also, do not loose sight of the (beyond) huge impact that these devices may have upon the world...

I do not recall but what is the type of ferrite rod used? Does anyone have a part# or material ID for it?
