He probably means nitrogen plasma where the N2 molecule breaks up into highly reactive atomic nitrogen, you can break up atmospheric nitrogen with electric discharges and very high field strength radio waves. It reacts very quicky with itself for form N2 with the release of plenty of heat, sometimes NO is formed if oxygen is present.
