It seems a Tesla coil acting as a emitter (the picture is the receiver), and a receiver (seen in this picture) lighting a bulb by induction. The interesting part is that the receiver has 2 parts: an air-core coil and a piece of metal very near from the coil. The light bulb is connected one end at the coil and the other end to the piece of metal.

Maybe this setup has something similar with one of the Don Smith's circuits?
I mean the one that has a center emitter and 3 or 4 receivers.

Looks like the metal disc, the Tesla coil, and the lamp on the receiver side are configured as a simple series-resonant circuit.  As he moves the disc with the pliers, the capacity between the disc and the coil changes, and the bulb brightens as the receiver circuit goes through the resonance frequency.

I've found a video in russian that uses this effect combined with other to get a transformer that puts out more than it uses in the input.

If someone understand Russian language let me know here or send me a private message.

The shorted secondary creates an overload condition in the transformer.  This forces the core into magnetic saturation.   When the saturation point is reached in each power cycle, the magnetic field is forced into the air around the core as the primary coil struggles to deliver the power required by the shorted secondary.  So you observe a 50 or 60 Hz magnetic field outside that can be coupled into a closed wire loop around the transformer.  Interesting, but not very efficient.  With a normal load on the secondary, there is no saturation, and the magnetic field stays inside the transformer core.
